We determined that every zone, where air traffic service is provided, has different technology of work and individual instructions for procedures. Using the algorithm for tasks complexity estimation in the pre-simulator training, with the help of expert evaluation method, we found criterion of weighting. According to the results, we built the graph, representing the hard zone of air traffic control.
