In case of compiling a flight safety criterion for regular air-carriers, steady state availability factor is chosen as the technical component, for irregular air-carriers – instantaneous availability function. Optimization is done by the minimum of an aviation transportation system expenses expectation with regards to possible crashes. Statistical material on aviation crashes for over a 30 year period is processed. The picture of flight safety state according to world and Ukrainian data is reflected.
