Aviation industry of XXI century: development and necessity or serious threats for natural ecosystems

At current stage scientific and technological progress, aviation industry is characterized of new equipment, creation of powerful engines, updating fleet of aircraft, as well as designing new types. But, for today, aviation transport remains a large source of harmful factors for the environment. Therefore, the current situation leads to the necessary, development and implementation of a comprehensive environmental safety program in aviation transport. Now it's an indisputable fact that an alternative fuel option is a technically robust solution that will not require changes to the aircraft or the delivery of other fuels. A striking example of the global experience in making effective environmental decisions is the creation of so-called "green zones" inside and outside to the airport.
Management priorities of land resources in the context of the airports and their infrastructure operation

The place and significance of land resources in the air transport functioning are researched. It is shown that in the questions of land use it is expedient to apply management approaches, which forms the preconditions for a broader understanding of the exploitation issues. The purpose and functions that are realized in the context of the aviation transport land use (operation) are investigated. Functions might be differentiated into general and specific ones that are oriented by criteria-characteristics.The complex of processes influencing of the land resources structure of the transport industry is investigated.
Methods of Imposing Restrictions on Land Management in Planning of an Airport’s Transport Infrastructure

Aviation transport can have a significant impact on the environmental conditions of land adjacent to the airport. To achieve the purpose of the article, a set of general scientific and special methods of research was used, in particular: monographic analysis, abstract-logical, systematic approach, calculation and graphical, mathematical. The concept of ecological and economic assessment of land management restrictions for airport infrastructure is analyzed, since the legal regime and the specificity of their use are strictly regulated by legislative norms and standards. The assessment of constraints on the functioning of airport infrastructure should reveal the impact of transport accessibility on the environment of the airport and the growth of the economic development of the neighboring region. The need to model the future demand for motor transport around airports is justified, which requires the accuracy of forecasting any future trips to airports, for example, due to economic profit after the increase in local traffic, driven by population growth, demand for real estate ownership and business development. The principles of open space preservation and integration with adjacent transport routes are considered, taking into account the aesthetic expediency and meeting the needs of the population when forecasting, planning and designing the airport infrastructure. Preservation of the open space around the airport shall be controlled constantly to ensure proper functioning and development of the approach roads thereto. The results of the study are proposals for the implementation and application of the following principles of environmental and economic assessment of design solutions in the context of the interconnected operation of the aviation enterprise and territory around the aerodrome.
Municipalization of Land Management under Conditions of Power Decentralization in Ukraine

The purpose of the research is the detection peculiarities of the decentralization of power in Ukraine in modern conditions and justifing the directions and ways of land use municipalization in order to introduction widespread local self-government and eliminate the removal of its authotities from the management of land resources. Municipalization is associated with the delimitation of state and communal land in settlements and and the expansion of the powers of territorial communities for the management of land use outside settlements within the communities jurisdiction. The foreign experience of reforming local self- government and scientific substantiation of decentralization processes by domestic and foreign scientists has been generalized. The dynamics of the process of association of communities, the issue of territorial uncertainty of their powers, peculiarities of communal ownership of agricultural lands of state property outside the settlements have been investigated. The problems of formation of a rational system of land use, creation of ecologically balanced landscapes have been considered. The system of normative-legal, land-use and land-cadastral provision of land tenure reforming at the second stage of decentralization of power has been proposed.
Research Affect Ecological-economic Factors on Land Use of Aviation Transport

The article has been considered the influence of ecological and economic factors on ecologically safe, rational, economically efficient landing of aviation transport. The analysis of the harmful influence of aviation transport on the adjacent land use, as well as vital activity and health of people in the area of maximum, critical activity of the industry has been carried out. The methods of environmental management of the airport activity have been presented in order to prevent the occurrence and reduction of pollution of the environment by applying the Ecological Management System - the system of ecological management. Possible algorithm of ecological-economic estimation of design decisions in the context of interconnected operation of infrastructure of airline, aerodrome territory and adjacent land uses has been suggested
Екологічна безпека в авіаційній галузі: сучасні проблеми та шляхи їх розв’язання

Experts and specialists from the International Civil Aviation Organization (ICAO Council) and its member states, as well as stakeholders, have for 70 years combined their collective knowledge and research to create a normative framework that has passed the test of time and have to be relevant today. It is worth mentioning that since 1992 Ukraine has been a member of the ICAO Council. That is why the «Aviation Transport Strategy of Ukraine for the period up to 2030» provisions stipulate important tasks in the field of development of domestic aviation, which in turn affects the global (world) development network. Since the 1970s, the environment work of the ICAO Council has been highlighted the value of a global, harmonized approach to addressing the consequences of the dangerous effects of airports on neighboring land use, airspace and integrated work of the ecosystem. The article is devoted to the analysis of the basic principles of the ecologically safe land use of aviation transport, as well as the substantiation of modern problems of environmental safety in this area and ways to solve them. The issue of choosing a suitable land for the construction and operation of a new airport or the formation of existing aviation land-use for expansion of the airport’s reconstruction is quite serious during the period of globalization and the rapid development of urbanized territories. Persons who are interested in developing such a project should, first of all, clearly predict its further ecologically safe activities in compatibility with other adjacent land uses.
Методологія застосування обмежень землекористування при плануванні транспортної інфраструктури аеропортів

Значним економічним стимулом у землекористуванні приаеродромної території є спрямування інвестицій на розвиток транспортної інфраструктури навколо аеропорту з метою покращення під`їздних щляхів до нього. Таке збалансоване землекористування сприятиме скороченню відстані до нього, покращенню доступу та зменшенню часу очікування. Проект транспортної доступності до аеропорту, як автомобільного так і залізничного транспорту, може бути впроваджений лише за умови, що буде проведена якісна еколого-економічна оцінка обмежень землекористування – інфраструктури аеропортів, правовий режим та особливості використання якої чітко регулюватиметься законодавчими нормативами і стандартами.
Удосконалення нормативного забезпечення регулювання земельних відносин у сфері авіаційного землекористування

У статті розглянуто основні недоліки нормативно-правового забезпечення у сфері функціонування землекористування авіаційного транспорту в Україні. Під час здійснення аналізу визначено, що особливої уваги та подальших досліджень потребує система екологобезпечного землекористування авіаційного транспорту у взаємодії з прилеглими видами землекористування та проблеми впливу останніх на безпеку авіатранспортної діяльності. Встановлено, що вітчизняна нормативно-правова база та сучасна система стандартизації недостатньо розглядають небезпечний вплив такого роду. Запропоновано можливі напрями щодо вдосконалення нормативного забезпечення землекористування авіаційного транспорту в Україні.
