National resilience as a strategy for ensuring national security: military challenges and the latest concepts of the international security environment

Abstract

The ineffectiveness of the national security system is one of the biggest threats to Ukraine's national security. National security has a significant impact on the country's image, which is especially actualized in the context of globalization. There is an urgent need to develop more flexible and adaptive security systems that can effectively respond to constantly changing challenges. The consequences of the events of recent years, in particular Russia's full-scale war against Ukraine, demonstrate that Ukraine has a problem of incoherence of procedures and the lack of a clear division of responsibilities when responding to global threats or complex challenges of a national scale. The lack of integrity in the security and defense sphere has become the reason for Ukraine's inability to effectively counter modern threats implemented within the framework of the concept of hybrid wars. This led to an extremely acute situation of existential crisis, raising the need for immediate improvement and harmonization of the system of security measures and response to challenges. Неефективність системи забезпечення національної безпеки є однією з найбільших загроз національній безпеці України. Національна безпека має значний вплив на імідж країни, що особливо актуалізується в умовах глобалізації. Гострою є потреба у розробці більш гнучких та адаптивних систем безпеки, які зможуть ефективно реагувати на постійно змінні виклики. Наслідки подій останніх років, зокрема повномасштабної війни Росії проти України, демонструють, що в Україні існує проблема неузгодженості процедур та відсутності чіткого розподілу відповідальності при реагуванні на глобальні загрози або складні виклики національного масштабу. Відсутність цілісності в сфері безпеки та оборони стала причиною непридатності України до ефективної протидії сучасним загрозам, що реалізуються в рамках концепції гібридних воєн. Це призвело до надзвичайно гострої ситуації екзистенційної кризи, що піднесла питання про потребу негайного вдосконалення та узгодження системи заходів безпеки та реагування на виклики.
