Моделі повоєнної відбудови: світовий досвід і вітчизняна практика

Abstract

Кваліфікаційна робота присвячена комплексному аналізу теоретико-методологічних засад повоєнної відбудови держав, сучасних викликів, що постали перед Україною внаслідок повномасштабної війни, а також можливостей використання міжнародного досвіду у процесі післявоєнного відновлення. Актуальність дослідження зумовлена безпрецедентними соціально-економічними, демографічними та інституційними втратами України, що потребують формування інтегрованої, соціально орієнтованої та довгострокової стратегії відбудови. У роботі проаналізовано концепцію соціальної якості як теоретичну основу модернізації соціальної політики та обґрунтовано доцільність її адаптації до українського контексту з метою поєднання завдань повоєнної реконструкції з принципами сталого та інклюзивного розвитку. Досліджено ключові виклики повоєнного періоду, зокрема руйнування інфраструктури, погіршення якості життя населення, трансформацію ринку праці та зростання соціальної нерівності. Особливу увагу приділено аналізу міжнародного досвіду повоєнного відновлення, зокрема оцінці можливостей запозичення американського та німецького підходів у сфері міжнародної допомоги, економічної реконструкції та інституційного зміцнення держави. Окреслено роль США та Німеччини у підтримці України після початку повномасштабної війни та їх значення у формуванні передумов для довгострокового відновлення. У роботі також визначено перспективи використання міжнародного досвіду у вітчизняній практиці та запропоновано шляхи підвищення ефективності міжнародної співпраці у сфері повоєнної відбудови з урахуванням ролі громадянського суспільства, прозорості управління та євроінтеграційного курсу України.The qualification paper is devoted to a comprehensive analysis of the theoretical and methodological foundations of post-war reconstruction of states, the contemporary challenges faced by Ukraine as a result of the full-scale war, and the possibilities of applying international experience in the post-war recovery process. The relevance of the study is determined by the unprecedented social, economic, demographic and institutional losses suffered by Ukraine, which require the development of an integrated, socially oriented and long-term reconstruction strategy. The paper analyzes the concept of social quality as a theoretical basis for the modernization of social policy and substantiates the feasibility of its adaptation to the Ukrainian context in order to combine post-war reconstruction objectives with the principles of sustainable and inclusive development. Key challenges of the post-war period are identified, including infrastructure destruction, deterioration of living standards, labor market transformation and growing social inequality. Special attention is paid to the analysis of international post-war reconstruction experience, particularly the assessment of opportunities for borrowing American and German approaches in the fields of international assistance, economic reconstruction and institutional strengthening. The role of the United States and Germany in supporting Ukraine after the outbreak of the full-scale war is outlined, as well as their importance in creating conditions for long-term recovery. The paper also identifies prospects for the application of international experience in domestic practice and proposes ways to enhance the effectiveness of international cooperation in the field of post-war reconstruction, taking into account the role of civil society, transparency of governance and Ukraine’s European integration course.
